Abstract

How the population can be affected by different means of attack - military attacks, economic warfare, psychological warfare, information warfare etc - is discussed. The purpose is to formulate some important questions, to throw some light upon the existing knowledge about these questions and to make some comments concerning the need for further research. Some aspects of special importance is summarised as follows: Increased emphasis on secondary effects, The whole society as battlefield, Strengthened ability to prioritise and increased crisis management skills.
