Abstract
In this report, we analyse different forms of Public- Private co-operations, that is other forms of financing, running and maintaining facilities than over the government budget. We focus on two forms of co-operations "Public Private Partnership" (PPP) and "Private Finance Initiative" (PM). A joint project according to PPP or PFI imply that the Swedish Armed Forces co-operate with the private sector and thus give the private firms the responsibilities for everything between finance and building to running and maintaining a facility. The transition from a pure public alternative to a joint agreement is assumed to increase the efficiency and thus improve the use of government funds. The fundamental idea behind this is that the government, through partnerships with private firms, could increase the efficiency and improve the incentives while keeping the actual control. Our conclusions are that, depending on size of this projekt and the experience from United Kingdom, the transaction costs should be less than the future gains in efficiency when considering a PPP/P171-project.
