Abstract

Information-systems-based command and control systems have been actively developed in the Swedish Armed Forces during the last decade. To date, a top-down approach has been used with the emphasis on management. However, this leads to flawed models. A bottom-up approach seems to be more useful, starting with the information needs of fundamental activities, that is the activities in combat. The purpose of this study is to create a meta-model for modeling and developing command and control systems. The resulting models could be used to describe the behavior of an individual tank as well as of a larger unit or a functional chain. The meta-model should be seen as a first step that needs to be further explored.
