Analytical and scientific support for operational management - Workshop 2002

A workshop was arranged in January 2002 as part of the strategic project "FOI in the Field". This report summarizes the results of this workshop - "FOI specialist support for Crisis Management - Demand and Opportunities". The report contains the following parts: a summary of the activities carried out at the workshop. In the analysis of what forms support in crisis management situations could take, the following six areas have been identified: The Character of Conflicts, NBC, Command and Control, Responsibility and Cooperation, Environmental threats, and Lessons learned. These areas are all related to competencies in line with FOI efforts. Some of them have been studied before at FOI, others not. Within The Character of Conflicts area a blind spot has been detected in the subarea of Conflict Psychology. The great and probably increasing importance of this subarea indicates that FOI needs to strengthen its ability to understand conflicts also from the perspective of their psychology. In doing this FOI should be fully aware of and effectively exploit the competencies existing at various universities and at the National Defence College.
