Abstract

This report studies the Swedish crisis management system, and the co-operation between government authorities in national crisis management. The report aims to create an overview of the possbilities and the need for national co-operation, foremost civil-military co-operation, by the government authorities during crisis managemant. The focuus is limited to the management of major accidents and disasters in Sweden, and the co-operation relating to the Swedish Armed Forces and its rolein supporting civil government authorities in crisis management. Four branches have been selected: rescue service, environmental rescue services, surveillance at sea and CBRN. The government authorities studied are the Swedish Civil Contingencies Agency, Swedish Coast Guard, Swedish Armed Forces and Government Offices of Sweden (the Ministry of Defence). Conclusions and recommendations can be devided into three main parts - Co-operation is a concept, the system of crisis management, and co-operation in practice. The study shows that co-operation in crisis management is wellfunctioning, and that the largest problem is the role of the Swedish Armed Forces. In the "before-phase" and "after-phase" of crisis management, there is still a lot to be done concerning co-operation between government authorities.
