Abstract

Having the right command and control (C2) approach increases effectiveness and the ability to manage and exploit changes. From the viewpoint that there is not one single C2 approach that is optimal for all types of operations, is can be concluded that the abilities of recognizing the optimal C2 approach and changing C2 approach will increase the possibility of obtaining a desired outcome in dynamic and changing environments. The MONiTOR project - C2 of naval operations investigates assessment methods for command and control of maritime operations. The primary focus during the projects first year of operation has been to develop an increased understanding for the current status of the Swedish Navy and identify opportunities and challenges that link to C2 assessment in maritime operations and exercises. Further, the project has the ambition to monitor C2 assessment from a broader perspective, looking both internationally and towards other branches within the Swedish Armed Forces. This report describes the activities that the project has undertaken during 2015, focusing on the observation mission during the SWENEX-15 exercise. The work that the project has conducted, and will conduct, linked to national and international collaboration is also described briefly. The report are primarily targeted at decision makers in the Swedish Armed Forces that hosts an interest in Maritime command and control, general assessment of C2 systems, and those who want to monitor current research in NATO, Sweden, and Swedish multilateral collaborations in C2 agility, resilience engineering, and performance assessment of C2 functions.
