Abstract

This report evaluates the personnel contribution of the Folke Bernadotte Academy (FBA) to the European Union Monitoring Mission (EUMM) in Georgia during 2015. The evaluation is based on the Swedish Government's Result Strategy for International Civilian Crisis Management and the criteria of effectiveness, relevance and effect. The report analyses the agency's work with recruitment; education; lessons learned and follow-up processes; cooperation; women, peace and security as well as effect on EUMM. The report's assessment is that FBA's personnel contribution fulfilled most of the objectives in the Result Strategy and was relevant given the needs of EUMM. However, the lessons learned and follow-up processes are considered to have been neither effective nor relevant. The overall effect of the personnel contribution on the mission was positive. The report judges that there was scope for improvement in areas such as cooperation between Swedish agencies, e.g. with regard to increasing the impact of Swedish priorities, as well as the recruitment of key positions.
