Abstract

Several Swedish companies adjusted their production during the corona pandemic in order to contribute to society's crisis management. After the crisis and together with Region Stockholm and RISE, some of these companies - ABB Sverige, Saab AB, Mölnlycke Healthcare and Volvo Group - developed a concept for a more structured adjustment of production to what is needed during crisis and war. The concept is called flexible preparedness since it incorporates possibilities of flexible production in Swedish industry. In this report, we analyse the relevance of the concept to the Swedish security of supply and which conditions that are required for it to be implemented. Although it might appear appealing to start with a comprehensive analysis of crucial societal needs and thereafter build up the security of supply, such an analysis would take several years to complete, and there may be reasons to take preparedness measures already now. The results of the study indicate that the concept flexible preparedness could be one measure among others in the Swedish security of supply system. In order for this to happen, however, a number of prerequisites need to be met.
