Abstract
The key question posed in the report is what prerequisites there are for co-operation between the public and private sector in dealing with rr-threats. The question is based on the assumption that a fully fledged defence demands efforts from both sectors. One conclusion is that the possibilities for co-operation is dependent on the strategy chosen by the state in dealing with the threat. Wether the strategy is to let the private sector deal with its own security, to fully regulate security measures taken or to support and help private sector will thus influence the outcome. A set of recommendations for state action is presented based on the assumption that a great deal of preparatory work will be needed to make co-operation possible. The recommendations are: Initiate co-operaton with private sector from the beginning Focus on trust generating processes Anchor those functions suggested with actors involved Let co-operation grow organically Analyse possible need for legal adjustements
