IT-threats and the EU. Where and how is the issue dealt with?

Abstract
The key question posed in the report is how rr-threats are dealt with within the EU. The initial question was how the term information operations is regarded and dealt with but a conclusion that could be drawn on an early stage was that high-tech crime, legal and technical questions are those primarily discussed today. A number of interviews were carried out with representatives for those Directorate Generals within the European Commission that have been among the most active Within the issue area rr-threats. The picture that appeared through the interviews in combination with written material, e.g communications and information from the internet, was that work within the technical area has been the most successful. Issues concerning security policy is not on the agenda today but they are beeing discussed and may be dealt with in due time. The question about who should have the primary responsibility for handling IT-threats has yet not been answered but it is regarded an important task to formulate an overarching policy within the area. This is especially important as the EU may have to act as a unit, e.g in discussions with the US.
