Abstract

This report treats a number of methods and advises suitable in planning a future defence. The report presents a process to prioritise investment programs based on capabilities the armed forces need, an exercise methodology to explore effects on infrastructure security problems that emerge in the context of an evolving political-military crisis far away from the homeland and a description of "Exploratory Analysis", a tool for dealing with uncertainty. Furthermore there is a discussion about capability-based defence planning, an account of what to think of when forecasting and some thoughts about manpower and personnel in a future force. The literature used is from a course at the American "Think-Tank" RAND (Research ANd Development) where the writer participated during the summer of 2001.
