Proposal of a model for balancing resources between projects in the electromagnetic field

The authors propose a model for allocation of funds between existing and proposed projects within the research field named "Electromagnetic weapons and protection". Central parts in the model are zero-base budgeting connected to a so called "research ladder", identification of influence factors and matrices used in statistics and decision theory. The model is to be verified during the spring of 2002, after which a revised version of this report will be published.
