Abstract

This report describes and analysis the development of civil-military cooperation and coordination in Sweden since the second world war. The focus is mainly on cooperation and forms of cooperation between civil authorities and the military defence. Three important resons for cooperation are indentified, namely the civil support to military deflence, the operativa coordination, and the military support to society. During the second world war the civil-military cooperation was determined by the war situation which induded the civil ability to support the military defence in terms of different products, but also the need of milltary support to cope with refugees entering the boarders. A structure of planning was developed in order to structure the relation between civil and military needs. Different other resons för cooperation are identified and discussed. Different forms of cooperation developed during the period after te second world war. The forms of cooperation also varied between the local, regional and national ]avel (Command and controll structure). Lastly todays situation is compared to the historical development and experience. One condusion is that there are both differences and similarities that are important to dicuss in order to understand and form the future structure of civil-military cooperation and coordination.
