Abstract
In this report the computerbased supportsystern for command and control is evalutated during the exercise Barents Rescue 2001. The method used is based on interviewing persons from the organizations that took part in the exercise. They also represent different positions within the organizafion. A broad view on Elvira has been taken in this report. Elvira is seen both from a technical perspective and from a conceptual point of view. Elvira has not been used as a system during the exercise, nor has k been used during the whole exercise period. The different funcions have been relatively easy to operate. The difficulty has been to use them in different command and control environments. The capability to combine different funcions has been viewed as more important than the access to a wide range of functions. The need for preparation has been viewed as too demanding. In the report a demand for an integrated supportsystern for command an control is identifted. Different factors have determined the experience of Elvira. Such factors are education, attitude, organizational matters, and the exercise as such.
