The Swedish Defence Research Agency (FOI) has been tasked with designing a method for the evaluation of military units. The project is expected to use experiences gathered in a previous evaluation project at FOA, OPAS. In the following report I outline a couple approaches. I propose that the central properties of a military unit are capability, readiness, protection and endurance. I further suggest that it´s important to find the limitations a unit may have, and the conditions under which the unit may perform a mission. I assert that it´s crucial to see a military unit as both a technical and a social system, and suggest that Agrells multiple perspective approach is a useful way of structuring the study. I further propose that a qualitative approach is natural under the given assumptions. I finally describe the importance of using a scenario-based approach for this type of evaluation.
