Abstract

There has been an increase in international cooperation on civilian security policy issues over the past years. It is important to understand the links between the international and national level in order to be able to adapt the Swedish civilian crisis management system to the dynamic international process. The aim of this report is therefore to analyse in what ways the extensive international cooperation on civilian security policy issues influences the Swedish civilian crisis management system. The analysis shows that the international cooperation has an impact on several aspects within the following comprehensive areas: doctrin, organization, planning and financing, surveillance and analysis, mobile resources and stationary systems as well as guidelines, education and exercises. The report also contains a more policy-oriented discussion on measures that could be initiated in order to adapt the Swedish system to the international development.
