Abstract
In the report a number of conclusions are presented drawn from an empirically based study conducted during 2003 regarding qualified IT-related threats. A number (about 40) of Swedens most distinguished experts within the area of information security have contributed with their view on contemporary threats and vulnerabilities in network society. The focus of interest for the report has been on so called qualified antagonists and qualified infological attacks. The ambition has been to focus the attention above the "every day incident level". The aim of the study has been to concretise and articulate the perspective on IT-related threats to the national security, but also threats towards so called national interests. In the report a number of empirically based conclusions are presented, mainly departing from the following categories: i) threats in general, ii) Sweden as a target, iii) IT-development and IT-security, iv) the actor in focus, v) capabilities, vi) intentions, vii) vulnerabilities, viii) the public commitment. Furthermore; in the report a theoretical framework for assessing qualified actors´ abilities to perform infological attacks is presented.
