Abstract
The main purpose of this report is to discuss problems with terrorism and exterrorism in connection with international operations in armed conflicts. Initially, the problems of creating a sustainable definition of the term "terrorism" are accounted for, followed by a short discussion on the background factor of poverty as a source for terrorism. The report then also discusses different functions of terrorist networks. Decision making processes within terrorist networks are highlighted, and in connection with this the concept of "leaderless resistance" is discussed as a possible modus operandi for terrorists engaged as volunteers in a conflict. Thereafter different types of relations which states could maintain with terror groups are accounted for. Different types of networks are drawn to regional armed conflicts whichin turn creates opportunities, not just to give participants the posibilities to get combat experience, but also to establish contacts with other groups and networks. A short list of different risk areas around the world is presented in view of possible future regional conflicts or areas which can be used by terror networks as bases. In conclusion, the report states that international operations in armed conflicts can be seen as a way of preventing the spread of terrorism as these networks will not be able to take advantage of prolonged armed conflicts for combat training.
