In the Government Bill "Society´s Security and Preparedness" (prop.2001/02:158) the government presented new tasks in the area of information security. The Swedish Emergency Management Agency, the National Defence Radio Establishment, the National Post and Telecom Agency and the Swedish Defence Materiel Administration were appointed responsibilities in respective areas of intelligence collection, technological competence, management of IT-incident reports and the establishment of a Swedish Scheme for Evaluation and Certification. In the same bill the government annonced its intention to evaluate the distribution of tasks within two years. The government gave a committee of inquiry (Fö 2002:6) the assignment to perform the evaluation (dir.2004:46). This report presents base data for the evaluation. Problems, issues and reflections related to the work the four agencies are undertaken in order to fulfil their new tasks are presented in the report.
