Abstract

The purpose of the project Link was to describe recent development trends in military Command and Control (C2) methods and to give recommendations to Network Based Operations within the framework of the Swedish Armed Forces Experimentation 05/06. Link has had the following research questions: 1) what alterations in methodology should be implemented as a consequence of an introduction of a Network based defence (NBD)? 2)What are the opportunities and limitations? If NBD is introduced, how should C2 be organised and what is the impact in comparison to other C2 forms? 3)How should Commanders communicate and disseminate vital information to subordinates in order for them to understand Commanders intent and what should be done? One trend is the development towards Effects Based Operations where three ideas are: focus on effects, multifunctional operations (civil-military coordination) and multifunctional C2 (civilian lead military units depending on mission,phase etc.). This final report summarises the three-year project Link. The outcome from Link to the Commissioner has been through various forms, e.g. reports and memos but also as analytical support.
