Abstract
The purpose of this report is to give an overview of the need for military capacities raised by the evolution of ESDP crisis management. The report may also be seen as a part of the wider generation and distribution of knowledge concerning international crisis management operations. As the subject is very extensive, the report will focus on overarching questions. The EU:s ambitions concerning crisis management have been raised during the last decade. During the Cold War, the Swedish Armed Forces international engagements were mainly limited to army units in peacekeeping. In later years the scope has increased to other tasks, including more advanced armed combat, and all the services of the Armed Forces could be engaged. A consequence is that the difference between traditional national defence and crises management in many ways has decreased. A number of new challenges have also appeared-examples include strategic transport, multinational and multifunctional command and control, escalation dominance and superior protection. Parallel to this development,the traditional threats against Sweden have diminished. This has also contributed to the process where the Swedish Armed Forces step by step focused more and more on international crisis management operations.
