Interoperability and methodology study in an operative command and control setting

Abstract
This paper presents two studies that were executed in StriC, Uppsala. The first study was a pilot study which aimed to test and develop methodology. The second study built upon lessons learned from the pilot study and focused on further developing the methodology as well as focusing on aspects related to interoperability. The participants were officers from the Swedish Air Force working in a peace support operation scenario in an operational setting. They operated in two different staffs i.e. CRC and CAOC. Representatives from the Netherlands and Canada also participated in the study. Data was collected kvasidynamically during the scenario by means of Personal Digital Assistants (PDA) questionnaires andheart rate measurement. Data was also collected through digital questionnaires after each scenario as wellas by the means of observation protocols. The results show that the method successfully captured the dynamics and complexity of the scenario. By means of data reduction and modeling it was possible to show how operators´ performances change over time. In terms of interoperability some aspects has to be considered it is for example important to note the bottle necks that arises in the organization. The conclusions of the studies are highly relevant for all participating nations restructuring and developing of command and control and methodology for operations in a network centric warfare.
