Abstract

This report summarizes the project Communication Assessment, 2005 -2007. The project has developed a method, COAT (COmmunicationsAssessmenT), aimed for assessment of complex communication systems.This report focus on the background, development, experiences, strengthsand weaknesses of COAT. COAT is a framework of processes, tools and methods useful for a usercentric,well-structured and traceable assessment of the communicationsystem used in a military operation. The method has been frequently tested during the development and the value of COAT grows with experience. The final test was conducted on a part of the communication system for the Nordic Battle Group performing an evacuation operation. This project has had a profitable cooperation with the Armed Forces through Lieutenant Colonel Fredrik Wiebe especially during the methodology test and in the process of transferring COAT to the Armed Forces. We will recommend the Armed Forces to delegate to the development team to use COAT in cooperation with military personnel.
