Access control in a coalition system

This report describes how a web-based coalition can be formed with information security in mind. Technologies for creating a coarse-grained access control system for web-based applications are presented. Cooperation between organizations within a coalition requires some kind of communication system. To quickly establish command and communication, it is necessary that no special equipment is needed. Members of the coalition should be able to make do with what is assumed to be commonly used. Hence, a general requirement is that the access control system should work on a web-based application.
