Abstract

The aim of this study is to analyse interorganizational co-operation in crisis management between Swedish governmental authorities with different commissions, cultures and professions. The study is qualitative and uses a theoretical framework built on both rationalist organizational perspective and a social psychological perspective, focusing on culure, identity and trust. The study is based on semi-structured interviews with 17 representatives with experience of co-operation in crisis managemant, from the following authorities: The Swedish Armed Forces, the Swedish Board of Agriculture, the Swedish Emergency Management Agency, the Swedish Coast Guard, the Swedish Police Service. The Swedish National Police Board, the Swedish Rescue Services Agency and the National Board of Health and Welfare. Results from the study indicate that attitude towards co-operation in crisis management is in flux, changing towards a more collective approach. The interviewees stressed the importance of cross-sectional functions and common structures and goals at a central level of authority.
