In this report we describe an evaluation design for the Swedish contribution to NATO´s mission in Afghanistan, ISAF, the Provincial Reconstruction Team in Mazar-e-Sharif in the north. The design follows two major influences, the new OECD approach for evaluating conflict prevention and peace-building mission, and Michael Patton´s utilization focused approach to evaluations. The design will be conducted in three stages: desk study, field study and synthesis. This report completes the first stage. In addition, a tentative conflict analysis for Afghanistan and a tentative theory of change for NATO and Swedish forces in Afghanistan.
