Abstract

The Swedish Armed Forces are planning to introduce model-based capability development, utilizing the Ministry of Defence Architecture Framework (MODAFT) as a common framework. One step in this evolution is changing the process and methodology by which the development of forces and materiel is carried out. FOI supports the Armed Forces in the introduction of model-based development through the project "Support for model-based capability development". Part of this project provides support for the Joint Strategy and Operations Staff, J0 Operational Requirements Division (INSS J0), oriented towards establishing detailed stakeholder needs concerning force development. Through the application of a method for quality-driven requirements management, these needs have been identified. The applied method is based on interviews with people who are active in the business that represents the focus of analysis. In the work, ten people related to the force development process of the Armed Forces have been interviewed. Based on the interviews concrete needs have then been analyzed and categorized. From a general perspective the following needs were of great importance for a majority of the respondents: - Need for improved control and directions, such as more concrete operational requirements - Need for greater traceability, from requirements on the top-level (government) down to requirements of individual technical systems - Need for formalized relationships and dependencies between all resources that together contribute to required capabilities - Need for a more formalised process for force development, with clear role descriptions and responsibilities - Need for improved organisational memory in the Armed Forces and more elaborate ways of exchanging experiences and knowledge between officers involved in the development process The identified needs can be used as a basis for defining requirements on the development process, in terms of requirements on technical support, skills, training and education, etc. However, this requires some form of assessment and prioritization of identified needs. For some areas, an in-depth analysis may be required in order to develop a more complete view of requirements
