Abstract
The project "Prefeasibility study - Model-based capability development for Research and Development and studies in the Swedish Armed Forces", on commission of Supreme Commander's Staff R&D department, performed a prefeasibility study regarding model-based capability development (MbFU) for Research & Technology (R&T) and Studies. The purpose of the prefeasibility study was to investigate the need for adaptation of current processes and methods for R&T and Studies to enable the development of the armed forces according to the intention of MbFU. A number of important areas for MbFU have been described, including enterprise architecture, systems engineering and process-based business development. All these areas aim for clarity and to facilitate for decision-makers to make the "right" decisions. The work performed comprised: Analysis of documentation within the processes for R&T and Studies; interviews of exponents to R&T and Studies; a seminar; analysis of MODAFT v1.2 in regards to applicability to R&T and Studies; and development of an example architecture. Two types of models of interest to R&T and Studies have been identified by the prefeasibility study; strategy and business models and product and production models. The study concludes that describing R&T and Studies according to MODAFT v1.2 is clearly feasible. A stepwise introduction is proposed for the MbFU during 2010-2012 concerning R&T and Studies. The first year is considered suitable for starting describing projects, visions and goals for R&T and Studies according to MODAFT v1.2 on an enterprise level. During 2011-2012 the visions, goals and services should be more explicitly developed for the different R&T areas. During 2012 the researchers (especially from the supporting agencies) should be able to create model-based descriptions of research groups. This prefeasibility study does not suggest changing current organisation or processes for R&T and Studies. However, a clear description of the organisation and processes needs to be developed and roles with clear responsibilities need to be defined.
