Key performance indicators regarding the adaptation of the Swedish material strategy

In 2008 a new strategy (MFS) for the acquisition, sustainment, development and discontinuation of defence materiel in the Swedish armed forces was adopted. FOI was commissioned to evaluate to what degree the MFS is realized and to suggest how implementation can be improved. Part of the evaluation was to examine potential quantitative measures that could indicate that the strategy has been realized. This report presents the results of the quantitative part of the evaluation. In this report a number of key performance indicators are suggested for the evaluation of the adaptation of the strategy. The proposed KPI:s values are calculated. We also analyze whether the calculated values indicate behaviour consistent with the strategy.
