Abstract
The radio communication systems in maritime operations face a challenging environment and will hence not always work satisfactorily. The concern is whether the robustness is impaired during an international operation. The deterioration of the radio system can e.g. cause a reduced communication range or that voice communication can not be maintained. The communication issues may be due to external varying factors that affect the radio system's capability, here called dynamic factors. The report describes the dynamic factors that characterize marine platforms in international operations. The impact of the dynamic factors is analyzed both on a radio level and on a functional level. To identify the dynamic factors, three different scenarios are studied. Based on the scenarios, the dynamic factors are identified from three different perspectives: the policy domain, the radio domain and the user domain. The dominant dynamic factors in the three domains are: Radio domain: radio wave propagation and interference environment Policy domain: frequency policies, need for interoperability and choice of management systems and practices User domain: very diverse user needs In most cases, the dynamics increase in international operations. To handle the impact of the dynamic factors in order to meet the communication demands, the radio systems need to be flexible and used in an optimal way.
