Abstract
In 2010 a civilian office, consisting of a Senior Civilian Representative alongside advisors from several Swedish governmental agencies, was established at PRT Mazar-e Sharif (MeS ) in Afghanistan. This construction has presented a new model for civil-military cooperation amongst Swedish agencies. In 2012 it is expected to be developed even further with the establishment of civilian command and control of the entire Swedish engagement (civilian as well as military) in Mazar-e Sharif. The Ministry of Defence has assigned FOI the task of compiling and analysing the experiences of civil-military cooperation between the Swedish agencies since the establishment of the civilian office. The report describes, amongst other things, how cooperation has been implemented and concretises the synergies of the civil-military effort. In addition, the report provides suggestions for how synergies could be created and further developed, as well as identifies important lessons necessary to develop the conditions for civil-military cooperation between Swedish agencies in future international engagements.
