Abstract
Global trends and developments generate several different challenges for crisis management and disaster response. This is a reality that the Civil Contingencies Agency (MSB) faces in its international operations. In order to be able to adapt capacities and efforts to future needs, it is key to have knowledge about the challenges that lie ahead. The aim of this study is first to identify trends and developments that during the up-coming 20 years may affect MSB's international operations. Secondly, the aim is to develop five different and possible future scenarios for MSB. Finally the study identifies and analyses areas that MSB needs to follow in its strategic work and areas that the Agency may influence today. The authors conclude that there are a number of developments that MSB has to monitor. First, there a number of areas and developments that MSB cannot affect but still needs to follow in the Agency's strategic work, which are for example complex crises, future natural catastrophes, the role of private companies as well as urbanization causing the emergence of "megacities" with immense poverty. Furthermore there are a number of areas of importance that MSB to a certain extent may influence, but that are also affected by others. These areas are for example the development of the EU, the UN and NATO as well as Sweden's future political interest for international missions. Finally, there is one central area that MSB may influence which is the adaptation and development of the Agency's capacities for crisis management as well as the role of the MSB in future international operations.
