Abstract
Wargaming is being performed by the Swedish Armed Forces to develop operations concepts and plans, and to support the evaluation of existing and future military capabilities. Adjudications can be made during a wargame to estimate losses and combat outcomes. By playing a scenario where bases are being attacked, the outcome of such events can be studied and different courses of actions can be identified and analysed. The first part of this report describes a basic method to adjudicate base damage inflicted by air strike by cruise missiles and bomber jets. The second part of the report describes the Excel-based tool VALAF (Swedish acronym for Tool for Adjuducation of Air Strike Against Bases) that can be used for computerized simulation. Here, the functions and objectives of VALAF is shown and some examples of simulations are being discussed. This work is is aimed at operations analysts (at the Swedish Defence Research Agency, FOI) who works with wargame adjudications - specifically regarding air strike of bases but also in general - and readers with an interest in wargaming and force protection of bases.
