Abstract

The objective of this report is to support the Swedish Armed Forces by describing a model for management of strategical principles. The report is part of the operational support supplied by FOI regarding architecture within the information systems and IT area to FM HKV PROD LEDUND. In an Enterprise Architect function different organizations in the Swedish Armed Forces are participating that have design responsibility or focus IT development. The Enterprise Architect function is responsible for developing an IT strategy and strategic principles for the implementation of the IT strategy from the organization's business goals and objectives. In Swedish Armed Forces the term strategical principles relates to the instruments used to obtain conformity between the enterprise core activities and the requirements of the IT-services and information systems that are being used to support execution of the activities. The report compares existing theories for management of strategic principles and the management by the Swedish Armed Forces. Based on the comparison a set of conclusions are drawn. These conclusions result in the following proposed activities: ? Convert the generic life cycle process described in the document to a customized method for the Swedish armed forces. ? Conduct formal establishment of the strategic principles. ? Develop a configuration process to manage the strategic principles in order to create a clarity in the organization of the strategic principles that are in effect. ? Start work to develop metrics, for the strategic principles, that can be used for validation. ? Formalize what happens when a strategic principle that lacks clear support in the governing documents shall be established. ? Develop a process that describes how the governing documents can be updated based on new needs of strategic principles.
