Efficient procurement, development and administration of C2 systems

Procurement, development and administration of C2 systems is complex and expensive. The purpose of this study is to investigate: - What are the Swedish Armed Forces' needs for support within procurement, development and administration of C2 systems? - What approaches and principles for procurement, development and administration of C2 systems do scientific literature recommend? - Which suggested approaches and principles for procurement, development and administration of C2 systems would resolve the Swedish Armed Forces' needs? This report summarizes some relevant documents that relate to the given challenges, complemented by data from four comprehensive interviews with selected representatives from the Swedish Armed Forces, the Swedish Defense Research Agency and the Swedish Materiel Administration, all with connection to the field of C2 systems development. Data from the interviews have been compiled and discussed thematically to enable future analysis of the Swedish Armed Forces need for support in the form of approaches and principles for C2 systems development. FOI recommends that the study is continued by additional data collection and analysis.
