Abstract

This report evaluates the personnel contribution of the Folke Bernadotte Academy (FBA) to the OSCE Special Monitoring Mission (SMM) to Ukraine during 2016. The evaluation is based on five criteria in the Swedish Government's Result Strategy for International Civilian Crisis Management: recruitment and personnel supply; education/training; women, peace and security; lessons learned and follow-up processes; and cooperation. The evaluation comes to the conclusion that the goals have been partly met. In many cases, however, factors outside of FBA's control are affecting the possibilities to fully fulfil the objectives. Meanwhile, FBA has clear potential to further develop its contribution to SMM.
