Abstract

Climate adaptation involves policies and practices aiming to minimize risks and/or ensuring opportunities of climate changes. Climate adaptation concerns all levels of decision-making, all regions and most sectors. Currently there is no universal approach or procedure to assess, plan and implement adaptation to climate changes. This study presents a general overview of relevant climate adaptation tools and an analysis for the Swedish Fortifications Agency. The term tool in this context is used to encompass a great diversity of planning processes, policies and analytical approaches to assess, describe, identify and manage the needs for climate adaptation. Methods and tools therefore refer to many different types of tools such as guidelines, models, tool boxes and frameworks that has been developed to support the climate adaptation planning process. It is beyond the scope of this report to supply a complete listing of all available tools. Instead this report presents some selected catalogues and compilations of tools, especially focusing on tools for risk, impact and vulnerability assessments for climate adaptation planning. In particular risks associated with water and food supply as well as risks posed to buildings and other constructions are areas that have been highlighted with more detailed examples. In these cases a more in-depth analysis is presented. The Swedish Fortifications Agency holds a large stock of real estates all over Sweden requiring many different types of climate adaptation. This study has not been able to identify any single available tool that in a consistent manner could assess impacts and risks for all areas of concern for the Swedish Fortifications Agency. Today there is no universal approach, method or tool suitable for all types of climate adaptation.
