Abstract
The Swedish Civil Contingencies Agency (MSB) has commissioned the Swedish Defence Research Agency (FOI) to perform a study, during the autumn of 2018, concerning methodology for developing resilience capabilities for a comprehensive defence. The report offers a proposal regarding a planning (working) process that MSB can apply when developing resilience capabilities within a Swedish comprehensive defence. The recommendation relies on the planning process used by the Swedish Armed Forces for conducting capability based planning. The process consists of a set of planning steps, divided into six phases, where the intended result is a written documentation (future capability assessment), which can support policy decisions regarding trade-offs and resource allocations between military and civil defence. This study has not identified any issues that could imply future difficulty in terms of the possibility for MSB to apply the proposed planning process. On the contrary, the ongoing work within MSB, on topics like crisis management and resilience planning, could probably support future work with developing and assessing resilience capabilities. However, the proposal requires further methodological development, experimentation of practicality and an assessment of costs, if the planning process is to be useable within the Swedish comprehensive defence.
