Crisis Management Scenarios for the County Admininstrative Boards

This report describes the work developing three typical case scenarios on crisis preparedness for the Swedish County Administrative Boards: a pandemic, a solar storm as well as forest fires and a terror attack during a heatwave. The purpose of the typical case scenarios is to represent educational scenes as foundation for the discussions of the County Administrative Boards on functions, organisation and processes during emergencies. For each of the typical case scenarios, a number of general questions has been developed. The typical case scenarios are designed to be used by the County Administrative Boards in their development work, without external support. Therefore, there are further in-depth questions added to each of the typical case scenario. These questions can be used by a moderator. Finally, the report contains descriptions of three ways in which the County Administrative Boards can approach the typical case scenarios: seminar discussions, role-play and play at your own desk. In this report, also the method and the work process for building these typical case scenarios are described.
