Abstract

The report describes how chemical security aspects are managed and promoted in the chemical industry in selected countries within the EU, the United States and Australia as well as by some multinational organizations. It is discussed how existing international initiatives and established programs handle security matters, that is, security for personnel, facilities and the handling of chemicals as to reduce susceptibility to criminal acts, terrorist targeting or threats from other adversaries. Furthermore, foreign experience and proposals are described that may serve as a basis for national discussions on how this type of antagonistic threats and risks could be handled by corresponding authorities and by the chemical industry in Sweden. The overview shows that most countries now have joined the optional Responsible Care initiative, where there is also a Security Code. So far, few states have introduced national legislation covering chemical security. Countries with legislation that cover preventive measures against antagonistic threats in addition to voluntary initiatives are, for example, the United States and Germany. Based on the report's international overview, some suggestions and recommendations are presented that can be of interest to national authorities and the Swedish chemical industry.
