Abstract
The project Luftoperativ värdering och utveckling (Air Power Assessment and Development) hereby presents the results for 2017-19. The project is expected to continue 2020-22. The task has been to develop models and methods for assessment of air power concepts where units from other domains might be incorporated. Assessment of, for example, a new fighter aircraft, different command and control principles or air base concepts, should be possible in different scenarios. The Swedish Air Force Air Combat Simulation Centre (FLSC) is a unique resource, the use of manned simulation in assessment, in this facility, has therefore been considered. The project is proposing a framework that describes how to, from a given assessment task, choose and combine methods and models, combine the results from them, and finally, deliver a relevant and timely result of sufficient quality. We are now prepared to perform an assessment of the Swedish Air Force, or significant parts thereof, in air operations. However, the framework is not complete, only by applying it under real conditions can its strengths and weaknesses be determined. This will give the basis for continued development of the framework to increase its usefulness. A framework like this will never be completed, but rather just good enough to use.
