Abstract
This report summarizes the results of a study in which basic information that can be used for the planning of handling antagonistic C-events were developed and partly evaluated by end users at the local and regional level. The information is primarily adjusted to the local level with a focus on municipal rescue services, but in a developed form it can also be used at regional and national levels. In the study, 14 typical events were developed, based on two context scenarios; one in an escalated gray zone and one under reinforced alert. Four type events were developed into scenarios and the material includes a battery of questions that can be used when the scenarios are played. End users in Stockholm, Västra Götaland and Umeå who then shared their views on the relevance and realism of the type events and scenarios have reviewed the material. In addition, the extent to which the material can be used to identify the capabilities that is required for the rescue services to handle the situations effectively and efficiently were assessed. A number of proposals for the development of the material are also presented in the report. Finally, the project group would like to thank the reference group at MSB and all end users who, with their active participation, contributed to the results of the study.
