Abstract
The purpose of the study is to examine the Swedish state's strategies for governance in the area of security of supply during the 20th century. The focus is on the first half of the century. One conclusion is that this governance was characterized by a non-hierarchical approach. This came to expression, among other things, in a form of organization where the special central body in the area would constitute a forum for dialogue between different societal interests, by bringing together in its board actors from both the public sphere and from the business community. Another conclusion is that economic threats have played a major role historically, along with threats in the form of war. Even when war has been invoked as a threat, its economic impact has been particularly emphasized.
