Abstract

This report provides an overview of future command and control (C2). Technological development in the fields of artificial intelligence, cloud technology, autonomous vehicles, space technology, sensors, communication networks, and quantum technology is discussed in relation to challenges in C2, such as multi-domain operations, agile C2, interoperability, and information management. Three hypothetical scenarios concerning the effect of technological development are presented. A systems theory perspective is applied on C2 systems, through which the C2 systems are understood as complex systems that need to be understood from multiple points of view. The report proposes further studies and simulations about the way in which artificial intelligence can affect C2 and C2 systems.
