Abstract

One prioritized area of capability development for the Swedish Armed Forces is the coordination of forces in joint and multi-domain operations. With this ambition comes a set of requirements, e.g., technical interoperability. Against this background, the Swedish Defence Materiel Administration (FMV) has identified a need to conduct verification and validation (VoV) of technical systems in relation to joint operations. During the spring of 2023, the Swedish Defence Research Agency (FOI) was given the task of conducting an interview study to support FMV's investigation of requirements, conditions, challenges, and possibilities in regards to VoV of joint operations. The purpose of the interview study has been to explore perspectives and perceptions among relevant decision makers from the Swedish Armed Forces (SAF) and FMV concerning a possible establishment of a testing environment for conducting VoV of technical systems in relation to joint operations. In total, 18 interviews were conducted with FMV and SAF personnel in decision making positions as well as responsibility for, or experience from, technical and organizational development within the Armed Forces. The results of the study confirm a need for the capability to conduct VoV in relation to joint operations. The interviewees emphasized that this need must be put in a wider context, requiring a holisitic approach throughout the development lifecycle and a coordinated approach to method development and requirements against which to conduct VoV. Key factors for the development of a VoV environment were identified, including clarity regarding responsibilities and financing, continuity of staffing, and a flexible and iterative development process.
