Abstract

MSB (the Swedish Civil Contingencies Agency) assigned FOI (the Swedish Defence Research Agency) a task to produce an updated list of hazardous substances regarding CBRN-risks, in peacetime as well as in wartime, including general recommendations regarding risk assessment and CBR-protection. The inventory was to include chemical warfare agents, toxic industrial chemicals (C), biological (B) and radiological substances (R). To establish such a list with prioritised specific CBR-agents was an overly challenging task. The approach and reasoning instead took hold of the properties and risks of the substances in relation to the effects that may occur if these substances are to be found at an accident scene, a crime scene or in the event of accidental or deliberate dispersion. This approach was agreed with representatives from other agencies within the CBR-area. Some general recommendations are also given regarding risk assessment and CBR-protection.
