Abstract
The history of FoRMA dates back to the team from HQ,FOA, FMV and FRA formed with the purpose to work with the DBA study delivered in 1998 by the American consultancy firm SAIC. Over time FoRMA has evolved into an umbrella project for several smaller teams, which now have been working for several years with different aspects of the long term development of the Swedish Armed Forces. The focal point for FoRMA has varied over the years but lately it has shifted more and more towards support to the Swedish Defence Long Range Planning Process and the preparations for the Defence Decision 2004. Different groups have been working with subject specific analyses and methodology development e.g. network centric warefare and costing. An important part of the work has been the analytical games, which have been designed and carried out together with HQ in order to assess the future defence structures and systems needed. Analyses based on the games have been further developed by in-depth studies and simulations. Support has also been delivered in terms of cost estimates for different parts of the defence structure (command and control, network concepts). The results from FoRMA have been presented in annual reports as well as in reports from various smaller teams. From 2004 the focus of the FoRMA work will shift from the Longe Range Planning Process towards the long term perspective and therefore it has been decided that the work from the last 6 years should be summarised in this report.
