Abstract
Stockholmshem is a public housing company in Stockholm, with a dwelling stock of ca 27 000 apartments and 3 400 premises. Every year Stockholmshem is affected by several fires, which can lead to evacuation of the tenants. There are multiple stakeholders acting at an incident site, and responsibilities can sometimes be perceived as unclear. The purpose of this study has been to investigate the responsibilities of various actors at an incident site, and to find out what is expected of Stockholmshem. this was done through interviews of relevant stakeholders and by studying the governing documents. The Fire Departments functions and mandate are governed by the Act on the Prevention of Accidents (SFS 2003:778). The law aims to prepare people´s lives and health, and give property and environment adequate protection. Any operation must be justified by the need for rapid action, the threatened interest´s significance, the cost for the operation and other circumstances. In addition to the fire , the operation could be supported by the police, the ambulance and the social services. It is always the incident commander from the fire brigade who leads the operation. To his/hers help, he/she may have a staff of officers which are added according to the size and complexity of the operation. If the accident affects several insurance companies or large values can rescue call an incident commander of residual value to the site. He/she represent the insurance companies and has a mandate to act to reduce the impact of the fire and rescue operation. When Stockholmshem´s staff arrives at the site the incident commander should be contacted to see if it is posible to facilitate tjhe operation. Stockholmshem can for example be helpful with local knowledge, key to the property, tenant lists, and by arranging guarding from security companies, as needed.
