Basic needs - theory, practice and synthesis

In this report we have tried to reason systematically about the concept of "the basic needs of the individual". We have done so using available research, primarily from the fields of economy, philosophy and psychology. We have also sought answers in civilian and military crisis management practice. The reason behind the report is to task given to the Swedish Civil Contingencies Agency (MSB) by the Swedish government to draft goal statements for the Swedish societal crisis management system. In the task description, the basic needs of the individual are mentioned as a key starting point for the coming crisis management goals. MSB chose to contact the Swedish Defence Research Agency (FOI) for assistance in this matter, requesting a survey of relevant theory and practice as well as a more developed framework concerning the notion of basic needs.
