Abstract
Acquisition of communication and information systems (CIS) for armed forces is a complex task. International as well as Swedish experiences have demonstrated that acqusition of such systems is often delayed or ends up more expensive than originally planned. New systems are often also poorly adapted to users' needs or poorly integrated with other CIS. This report presents the results of an interview study examining whether 22 principles for more effective acquisition contribute to a more efficient and effective acquisition and integration of CIS in a Swedish Armed Forces context. The results from the study show that acquisition of CIS is a complex problem, which places special demands on the process. The organisational culture forms the foundation for efficient acquisition. In order to achieve an efficient acquisition it is important that (1) the conducted work focuses on achieving the goals, (2) follow-ups are focused on aspects that are relevant for project success, (3) it is ensured that those working with the acquisition possess the competence required, (4) cooperation with stakeholders is developed, (5) uncertainties are taken into account, and (5) an ability to respond to changing needs is created.
